NGV Liverpool

In 2007, regeneration specialist Sigma Capital formed Regeneration Liverpool, a joint venture partnership with Liverpool City Council, to undertake regeneration in council priority areas. The first and largest site identified was Norris Green.

Formerly known as the ‘Boot Estate’, the suburban outer city housing estate was once a thriving residential community. Structural issues in the housing identified in the 1980s rendered the homes unfit, and led to a two-decade programme of compulsory purchase and demolition. During that period the community was fragmented and the estate suffered terrible uncertainty and urban decay. The Council sought partners to reverse this decline, resulting in the selection of Sigma Capital as preferred partner. Together, Sigma and Liverpool City Council formed Regeneration Liverpool, a city-wide regeneration partnership.

Not only did the partnership face a difficult task in turning around the prospects for the people of Norris Green, but it was also doing so in the face of the worst economic recession the country had ever seen.

Using its partnership ethos, Sigma worked with Liverpool City Council and collectively secured the support of the Homes and Communities Agency (HCA) to finance an initial phase of 45 social rented units and 15 private for-sale units. It was then that Countryside were appointed as the partnership’s house building partner. A small but meaningful start was thus made in the turnaround of this community.

The project soon gathered momentum and development of this first phase evolved into an exciting build programme for the entire 63-acre site. Following its successful launch in 2010 the scheme is now reaching its final phases, which when complete, will comprise of 394 open market homes, 214 affordable homes and 221 Private Rental Sector (PRS) homes.

The £100m investment has seen the area transform into a vibrant and welcoming neighbourhood, complete with a large range of local amenities, including the improved Monksdown CP Primary School and Ellergreen Community Centre.

With superbly built contemporary homes, green open spaces and easy access to Liverpool city centre, this re-established community has already transformed the look, feel and reputation of the area by attracting a new generation of young professionals and families. Many residents are returning to the area that they knew and loved – a key vision for the scheme.

It is one of the UK’s best examples of urban regeneration. It is a community reinvigorated and transformed.
